Mapping EU-China Researcher Mobility

This project was jointly delivered by ACA and China’s Science and Technology Talent Center (STTC). Entitled Joint study of EU-China Researchers Bilateral Mobility and Policy Recommendations, the project was the 31st activity of the second phase of the EU-China Policy Dialogues Support Facility (PDSF-II).
The overall objective of this study, a mapping exercise, was to examine the situation of researchers’ mobility between EU and China, analyse push-pull factors influencing the mobility choice and pattern, and formulate policy recommendations to improve researcher mobility and to balance the flow of researchers between both sides.
Results of the study were intended for supporting the High Level People-to-People Dialogue and the EU China partnership in research and innovation which was governed by both the EU China S&T Agreement and the EU China Innovation Cooperation Dialogue. A dissemination conference was held in Beijing in January 2016 involving key stakeholders from Chinese higher education and European representatives based in China.
The joint study was conducted by a team of 4 experts, Gao Changlin (Senior Research Fellow) and Cao Kai (Associate Professor) from STTC on the Chinese side and Bernd Wächter (ACA Director) and Queenie K.H. Lam (ACA Project Manager) on the European side between October 2014 and April 2015.
