ACA was contracted by the European Training Foundation for the one-year EU-Phare project "Capacity Building and Human Resources Development Measures for Higher Education in Bosnia-Herzegovina". ACA conducted the project together with its partners Association of European Universities (CRE), Nuffic, DAAD and the World University Service Bosnia, from June 1999 to June 2000. The project targeted the three priority areas of recognition, quality assurance and the setting up of a higher education information system in Bosnia-Herzegovina.

The main objectives were

• To ensure the availability and transparency of reliable and up-to-date data and information on higher education institutions, taking into account the importance of ensuring their compatibility with other information collection and dissemination mechanisms and procedures already adopted within an EU framework;
• To promote in each higher education institution the introduction of criteria and procedures of academic quality assurance compatible with those existing in the systems and institutions of higher education in EU member states and associated countries;
• To introduce appropriate procedures and mechanisms for the recognition of diplomas and study credits, thus facilitating the mobility of staff and students.
