A new technical paper by the UIS compares and contrasts the data sources and methodology of different approaches to estimate school participation. It reviews the data sources and methodology used by the UIS to estimate the number of out-of-school children. It describes the adjusted net enrolment rate (NER) and adjusted net attendance rate (NAR), two indicators for participation in education, and discusses possible sources of error in either application.
