This study measures how higher education contributes to economic innovation and compares to which extent the policies of national governments foster this contribution across Europe. The study stresses the relevance of policies which are ‘empowering’ for higher education institutions and measures the relationship between policies regarding funding and autonomy, university performance in education and research, and economic innovation. The assessment relies on eighteen policy indicators covering 32 European countries, which indicate a relative cohesion in Europe.  Substantial variations do exist though, giving each European country room for policy improvement.
