The Institute for Higher Education Policy (IHEP), a Washington-based, independent organisation dedicated to access and success in postsecondary education in the US and around the world, just published a research report analysing US graduation rates. It states that the rates remain comparable to those of other developed countries despite the general picture that the US are losing its competitive edge as a result of declining college graduation rates. The study aims to show that the discrepancy is merely owed to the categorization of graduation rate data: the United States measures its attainment rates by “institution” while other developed nations measure their graduation rates by “system”.
