This synthesis report, published in April 2013 by the European Migration Network (EMN), provides an overview of the complex picture of immigration and mobility policies and strategies of 25 European countries (including Norway) to attract international students to the EU. Whilst facilitating the entry of international students to the EU (and to move within the EU), the policies also try to prevent the misuse of the international student route to migration. The present report focuses solely on the migration of international students and thus does not include migrants coming for another purpose, even if some of them later on decide to enrol in a higher education institution.
