Tender: Implementation of Action Plan on adult learning

In the frame of two communications - 2006: It is never too late to learn and 2007: It is always a good time to learn - the European Commission has taken the initiative to put adult learning on the political agenda. Member states and other stakeholders are invited to develop efficient adult learning systems, to improve their quality, to speed up the process of validation and recognition of learning outcomes achieved in non-formal and informal learning and to improve the monitoring in this sector.

The new public open tender contains two lots:

  • Lot 1: Inventory of outreach strategies to enable people to go one step up (i.e. to obtain a qualification at least one step above their present qualification level).
  • Lot 2: Assessment of the impact on ongoing reforms in education and training on adult learning

On the one hand, the study should work out criteria, should collect good practices and further information on different levels, in order to improve monitoring and produce a set of recommendations. On the other hand, the study should take into account the interface of the adult learning sector with all other education and training sectors. An appropriate methodology for analysing reforms, innovations and developments should be the result of the study and provide guidance for policy-makers in the future.
