The Migration Policy Institute (MPI) released a new report examining policies introduced by immigrant-receiving countries in order to improve the recognition of foreign qualifications. As the title shows, Tackling Brain Waste aims to identify gaps that hinder immigrants from making use of their education and professional experience, such as language proficiency, employer resistance, international differences in education and training, licensing or registration, etc. After questioning the definition of “regulation”, the report analyses how foreign credentials are currently assessed and looks, by way of examples, at mutual recognition agreements. Once the overarching challenges to the recognition of foreign credentials have been identified, the report sets out a range of recommendations for policy-makers to break down those barriers.
