This call is part of the fourth phase of the Tempus programme, running from 2007 until 2013. The objective of the Tempus programme is to support the reform and modernisation of higher education in the EU’s partner countries, by fostering institutional cooperation between higher education institutions and authorities from EU member states and partner countries. The programme also aims to promote the voluntary alignment of the partner countries with the EU developments in the field of higher education (Europe 2020 strategy, the Bologna process). Two actions are included in this call:

• Joint projects: focus on the modernisation and reform at the institutional level (university) and on knowledge transfer between universities, organisations and institutions from the EU and from the partner countries;
• Structural measures: focus on the development and reform of higher education systems in partner countries, enhancing the system’s quality and relevance, and strengthening their voluntary convergence with EU developments in the area of higher education.
