This European Commission report gives account of the steps taken since 2010 to implement the Innovation Union flagship initiative of the Europe 2020 strategy for smart, sustainable and inclusive growth.  It represents the basis of the European Commission new Communication published on 10 June which focuses on research and innovation as sources of growth. This is reflected in the increase in the budgetary allocation to research and innovation, and in the progress made by the EU towards the R&D investment target of 3% set in the Europe 2020 strategy. 

The report focuses on several areas – the ‘Innovation Union blocks’: strengthening the knowledge base and reducing fragmentation; getting ideas to market; maximising social and territorial cohesion; the European innovation partnerships; leveraging policies internally, and looks into the ways to optimise the investment in research and innovation in the next seven-year period.
