The Norad Fellowship Programme (NFP), which has existed for 40 years, is being replaced by the Norwegian Capacity-Building Programme (NCP). The aim of the new programme is to educate staff from the private and public sector as well as NGOs in the South, whilst using the priorities of the region as a basis for the establishment of partnerships between the South and Norway. In relation to its predecessor, the  NCP programme will put greater emphasis on the establishment and development of Master programmes in the South.
