This publication stems from a collection of papers that have been presented in the OECD-Norway workshop on performance-based funding of public research in tertiary education institutions, which occurred in Paris on 21 June 2010. In light of the current financial crisis and broad economic downturn, the publication seeks to provide insight into issues of steering and funding all with an eye to helping governments operate efficiently and effectively to meet their research goals. Anchored in performance-based funding models (a relatively recent policy tool), the experts involved in this study were commissioned to investigate of funding models and indicators, as well as the impacts of these schemes. The results achieved are used to inform government decision-making regarding budget distributions to institutions.
