lacking in innovation and the utilisation of new technologies that help strengthen entrepreneurship and bolster the education system.

reforms are likely to meet opposition, the government must face Spain’s relatively poor performance as exemplified by international rankings or, less directly, the lower-than-average private returns to higher education.
