The OECD Skills Outlook 2017 presents new analyses based on the Survey of Adult Skills and the Trade in Value Added Database shows how countries can make the most of global value chains, socially and economically, by investing in the skills of their populations. It also illustrates why applying a “whole of government” approach is important and how countries can benefit by developing a consistent set of skills-related policies such as education, employment protection legislation, and migration policies, in coordination with trade and innovation policies. It shows how different levels of participation in global value chains across countries have affected economically and socially respective countries and their population. The report also addresses the relevance of graduate skills development, their effective use and further enhancement from a lifelong learning perspective.
