The current OECD publication tries to fulfil the need for accurate school performance measures within the OECD countries, whose education systems are continuously put under pressure to increase their effectiveness and efficiency. Therefore, Measuring Improvements in Learning Outcomes is driven by the following question: How can school performance be measured accurately to improve learning outcomes? As an answer, it proposes a value-added model, which - the publication argues - provides a more “fair, precise and quantitative tool for assessing students’ progress”, as it tries to overcome the biases that characterised previous similar endeavours.
