This study provides an overview of the changes in school practices between 1999 and 2011, and compares innovation in education to innovation in other sectors. Furthermore, it looks into two approaches to capturing quantitatively and qualitatively innovation taking place in education systems. Using existing international data, the study provides over 200 measures of innovation and, finally, it gives some recommendations on possible ways to measure innovation in education.
Some innovation indicators stem from a survey conducted with tertiary graduates in 19 European countries while some data come from the PISA, TIMSS and PIRLS international surveys. Among some of the key findings, the report indicates that: ‘Compared to other sectors, knowledge and method innovation is above average in education, product and service innovation is below average, and technology innovation is at the average sectorial level’.
