Monitoring the implementation of the Lisbon Recognition Convention (Council of Europe Higher Educations Series No. 23) (2019)

This report presents the results of the first round of monitoring of the implementation of the Lisbon Recognition Convention (LRC) since its signature in 1997. It summarises the key findings and conclusions of a survey on the recognition of qualifications in higher education and reports a series of recommendations made by the Lisbon Recognition Convention Committee.

All 50 countries in which the survey was carried out satisfied the conditions for implementing the LRC. However, the report states that not all the provisions are implemented successfully and countries should improve their application of the LRC principles. The recommendations put forward in the report are addressed to all countries and stakeholders, including national information centres, recognition authorities and higher education institutions (HEIs).

The recommendations aim at:

  • ensuring that correct, coherent and precise information is available in multiple languages;
  • developing national information centres in each country;
  • improving the fair recognition of qualifications and the quality of recognition statements through a common understanding of requirements and the use of defined criteria for substantial differences.
