With the new Commission and the new distribution of services, the Marie Curie programme has moved from DG Research T.2 and T.3 units to DG Education and Culture. Did the Cypriot Androulla Vassiliou – responsible for Education, Culture, Multilingualism and Youth portfolio – seem to be a stronger negotiator than Marie Geoghegan-Quinn from Ireland, leading DG Research, Innovation and Science? However given the main doctoral focus of the Marie Curie Programme, it was probably concluded that Marie Curie would fit better under the "wing" of the Education DG, though doctoral education is also the entry level into the research world.
