This white paper presents a set of guiding principles in the reimagining of financial aid for the 21st-century student. It outlines 13 federal policy recommendations to improve the financial aid system, reflecting student goals and outcomes and stressing that financial aid helps students attend and succeed in college. As financial aid proposals can have either positive or negative impacts according to different stakeholders, this paper determines potential benefits, trade-offs and unintended consequences of each financial aid programme for each actor in the higher education system.
