International student experiences in Norwegian higher education

The Norwegian Directorate for Higher Education and Skills (HK-dir), a member of ACA, has released new findings on the experiences of international students in Norway. The survey, carried out by ideas2evidence, builds on six previous rounds and provides a comprehensive overview of international student mobility, academic engagement, and future aspirations. 

The results demonstrate that Norway remains an attractive study destination: three out of four respondents identified Norway as their first choice when pursuing studies abroad. Key motivations include the recognised quality of Norwegian higher education, the country’s reputation as a safe and stable society, and the wide availability of English-taught programmes. 

International students report a high level of satisfaction with their academic experience, noting both the quality of teaching and the relevance of learning outcomes. A substantial majority would recommend Norway to prospective students. Importantly, the survey also indicates strong interest in remaining in Norway post-graduation. Approximately 75 percent of degree students and nearly half of exchange students express a wish to stay, primarily to pursue employment opportunities. 

At the same time, the findings point to areas of concern. Interaction with Norwegian students tends to be concentrated in academic contexts, with limited contact in social settings. Many respondents report a desire for deeper integration into Norwegian society. Administrative barriers, including difficulties in opening bank accounts and securing residence permits, continue to pose challenges, particularly for students from outside the EU/EEA. 

The introduction of tuition fees in 2023 for students from outside the EU/EEA/Switzerland has already influenced the composition of the international student body, notably reducing the share of degree students from these countries. Despite this shift, the survey underscores that Norway retains a strong position as a study destination and that international students remain a valuable resource for Norwegian higher education and society.
