Increasing demands on Chinese higher education

Higher education in China is facing particular challenges due to the unprecedented growth in student numbers, as well as the raising expectations both by students and their parents on higher education as a means to upward social mobility. Given the capacity limits, particularly the availability of appropriately qualified teaching personnel, the review recommends new policy measures to continue expanding tertiary education without reducing its quality. To do that, China will need to spend a higher proportion of its rising GDP on further developing its tertiary education.
