Implications of GATS for cross-border education

This report examines the different dimensions of cross-border education within the context of GATS. It focuses on the present landscape, opportunities and challenges and the implications for policy and practice in higher education.

The report points out that even if the impact of GATS on higher education proves to be gradual, the trend to liberalisation is probably unstoppable. It states that the nub of the issue is that countries will increasingly have to demonstrate that they are treating foreign providers in the same way as national institutions. Because of this, governments will have to have clear legislative and regulatory frameworks for higher education on their territories.
