Through this call for tender, the European Commission is trying to better understand the changing  interplay of national research systems and the European research system, with a view to describe a future vision of the European Research Area (ERA).

The study would develop a taxonomy of research systems within the ERA, analyse public research institutes in Europe and establish the costs and benefits of applying the subsequent recommendations to national and EU public research programmes.
