This report identifies and analyses challenges to the Australian higher education sector, namely the “new export competition”, whereby universities in other countries – especially in the United States (US) – try to compete for market share with Australian universities, and “multinational universities”, that seek to develop their teaching and research activities around the globe. The authors of this report present a conceptual model of internationalisation of higher education, analyse the challenges posed to Australian universities, and discuss how Australia might tackle these challenges, both in terms of public policy and university’s strategies.
