In October 2017, the Finnish Research and Innovation Council adopted its vision and roadmap for 2030, with the aim to make Finland the most attractive and competent environment for experimentation and innovation. The vision and roadmap are the result of a broad consultation launched in spring 2017 by the Ministry of Education and Culture through an online brainstorming platform that brought together higher education institutions, students and other stakeholders. The work was supported by a parliamentary monitoring group.
Finland aims to enhance its competitiveness in research and innovation by implementing a number of procedures such as: ensuring the competence base, by boosting a higher level of competences that also meet the needs; developing competence platforms and growth ecosystems, with the public administration acting as an enabler; finally, setting internationality as a pre-requisite for quality and effectiveness and making Finland more attractive. In this regard, opportunities for immigrants to start studying and working in Finland will be enhanced. A period of international mobility is to be included in all higher education degrees. Furthermore, Finland aims to strengthen its position in other countries through the establishment of a Team Finland Knowledge network that will represent Finnish education and research.
