The objective of this tender by the European Commission DG Economic and Financial affairs is to create a tool to help to assess the progress of the implementation of the Member States' national reform programmes in the area of public research and development and innovation expenditure. This requires the analysis and measurement of the efficiency of Member States' public spending in support of research and development, i.e. their direct public policies (direct subsides and tax incentives) against the background of the given framework conditions.
