The European Commission released the 2026 edition of the European Innovation Scoreboard (EIS), providing a comparative analysis of innovation performance for 27 EU member states, 13 neighbouring European countries and 11 global competitors. The analysis is based on a set of 32 indicators covering four dimensions, derived from Eurostat, the OECD and other statistical sources.
The EIS 2026 categorises member states in four innovation groups based on their scores: Innovation Leaders (above 125% of the EU average), Strong Innovators (between 100% and 125% of the EU average), Moderate Innovators (between 70% and 100%) and Emerging Innovators (below 70%).
This year’s findings highlight continuity with the trends reported in previous years (see ACA Newsletter – Education Europe, July 2025).
