A recently publised study, named ‘’EU Education, Youth and Sport Policy: Overview and Future Perspectives’’ and requested by the European Parliament’s CULT Committee, highlights the ongoing and emerging challenges the EU is facing in the higher education sector. These challenges span various critical areas, such as adapting to the digital and green transitions, ensuring social inclusion, and addressing the persistent shortage of qualified educators. As institutions recover from the disruptions caused by the COVID-19 pandemic, there is an urgent need to strengthen governance, improve investment quality, and mitigate gaps in student mental health and well-being. 

A key focus of EU higher education policy is increasing mobility and reducing barriers for students. Learning mobility has become a pivotal concern as part of efforts to enhance skills development and cross-border education experiences. The study underscores the importance of removing obstacles for students who are not yet fully benefiting from these opportunities, particularly in light of shifting demographics and the growing complexity of modern labour markets. 

Looking ahead, the CULT Committee’s strategic priorities for higher education will centre on advocating for increased funding, tackling the educator shortage, and integrating educational technology more effectively. These efforts will be crucial in enabling European institutions to meet the challenges of the future while effectively contributing to the EU's broader goals of social and economic resilience.
