For the past three years, the British Council and the DAAD have been working together to develop a Transnational Education (TNE) Classification Framework and Data Collection Guidelines. The report includes the input from nearly 100 senior policy makers, institutions and organisations from 30 countries. It warns of “terminology chaos” in TNE and proposes a common TNE classification framework, plus data collection guidelines.

As “a strong pillar of internationalisation”, TNE represents 10% to 40% of total higher education provision in several countries and accounts for 30% to 50% of international students for the main sending countries.  The report seeks to fill an important gap in the proper definition of what TNE is, and to collect useful data about programmes.  The report was presented at the Going Global conference in June 2017 in London.
