On 9 February, the European Commission presented a Green Paper proposing major changes to EU research and innovation funding. The overarching aim of this effort is to make participation easier, increase scientific and economic impact and provide better value for money. The modifications would link the current Framework Programme for research, the Competitiveness and Innovation Programme, and the European Institute of Innovation and Technology. If adopted, the changes will be introduced in the next EU budget after 2013.
Consultation on the proposed changes and on the specific questions set out in the Green Paper is now open to individuals and organisations. Responses to the consultation will be analysed and then used by the Commission to design official proposals by the end of 2011. A legislative decision of the Council and Parliament on the Common Strategic Framework will follow. In the meantime, a competition for the name of the Common Strategic Framework is also being organised. The deadline for the Green Paper consultation is Friday, 20 May 2011.
