Charting the way towards more encompassing learning mobility in Europe

The European Commission has launched a call for evidence on the European learning mobility framework, accompanied by a public consultation on the same topic. Views on the upcoming initiative can be expressed between 8 February and 3 May 2023 via the ‘Have your say portal’.

This call aims to collect inputs feeding into a new Council recommendation that will increase opportunities for learning and teaching abroad in Europe, in all sectors and at all levels of formal, non-formal and informal learning. This initiative will contribute to the European Education Area objective of making learning periods abroad for everyone a norm rather than an exception.

The initiative will also identify the remaining barriers to learning mobility and ways to overcome them, as well as possible incentives to promote learning mobility, while addressing the inclusion as well as digital and green transition priorities. It will equally support the implementation of the Erasmus+ programme 2021-2027.

The initiative targets learners, educators, and staff in higher education, as well as other education sectors. The expected impacts encompass broader access to learning mobility benefits, further enhancement of quality through internationalisation and better structuring through mobility windows.

ACA will contribute to this EU co-creation policy process by sharing its longstanding experience in exploring barriers to learning mobility and related solutions including the practice of mobility windows (e.g. see for more details, Mapping "mobility windows" in European higher education.
