The European Commission, in conjunction with the European Research Council Executive Agency (ERCEA) and the Research Executive Agency (REA), has opened a call for tenders for the evaluation of European Union research activities and European research policy analysis. Overall, the project will last for four years from the date of the awarding of contracts. The call has been divided into three lots:
Lot 1: Evaluation of research programmes and policies, particularly on the framework programmes and the European Research Area (ERA). This will include an 'ex ante' impact assessment, 'ex ante' evaluation, interim evaluation and 'ex post' evaluation.
Budget: EUR 25 000 000
Lot 2: Provision of statistical data, indicators and analyses on progress towards the European Research Area and a knowledge and innovation-based economy, including benchmarking with countries worldwide. This includes the development and/or update of indicators to measure objectives and impact, as indicated by the user services.
Budget: EUR 6 500 000
Lot 3: Analysis related to research and innovation policy and to its interactions with other policies (policy mix), as well as with competitiveness issues. This will include provision of policy briefs and preparation of workshops.
Budget: EUR 1 500 000
Tenders may be submitted for more than one lot.
