As a follow up of the recommendations of the high level forum on mobility and the conclusions of the Council of the European Union and the representatives of the governments of the member states on youth mobility, the European Commission is preparing a Green Paper on learning mobility for young people. The planned adoption is in June 2009.
In line with these developments, the Commission wants to obtain a clearer picture on higher education mobility developments and the underlying reasons for different mobility trends of higher education students and staff by carrying out a study on 'Mobility developments in higher education'. The study should focus both on quantitative and qualitative aspects of mobility developments in higher education and consists of three parts:
1. Mapping and exploiting existing information on mobility in higher education. 2. Analysing overall mobility trends in higher education and the feedback provided on mobility in higher education in response to the public consultation on the Green Paper on learning mobility of young people. 3. Making recommendations on how to boost mobility in higher education in the short and longer term.
