The objective of this programme is to promote sustainable development and poverty alleviation in African, Caribbean and Pacific countries by increasing the availability of trained and qualified high-level professional manpower.

More specifically, the programme aims to strengthen cooperation between higher education institutions in the African, Caribbean and Pacific region in order to increase access to quality education, which in turn will encourage and enable students to undertake postgraduate studies. It also aims to promote student retention in the region along with staff mobility, as well as to increase competitiveness and attractiveness of the institutions themselves.
