In 2006, the Asia-Europe Foundation (ASEF) asked ACA to create an inventory of scholarships that allow students from European ASEM countries to study in Asia (i.e. in Asian ASEM countries) and vice versa as ASEF´s key objective is to enhance contacts and exchanges in the field of education. The information is stored in the Database of Educational Exchange Programmes 

Since then, five new countries have joined ASEM. ASEF therefore commissioned ACA to update the entries for the old ASEM countries and to add identify programmes in the new ones.
