Germany launches the Global Minds Initiative

Germany has launched the Global Minds Initiative Germany (1000-Köpfe-plus-Programm) to strengthen its role as a hub for international research talent. The initiative, announced first in April (see ACA Newsletter – Education Europe, April 2025) and led by the Federal Ministry of Research, Technology and Space (BMFTR), provides career prospects for outstanding researchers from across the world while reinforcing the German and European Research Area. 

Building on existing programmes of the Alexander von Humboldt Foundation (AvH), the German Research Foundation (DFG), and complemented by the German Academic Exchange Service (DAAD), the initiative opens pathways for researchers at all career stages. Opportunities range from postdoctoral fellowships to senior academic positions, across all scientific disciplines. Funding is based on scientific excellence, with flexible options for both short- and long-term stays at universities and research institutions in Germany. 

The initiative responds to global challenges, particularly restrictions on academic freedom in many parts of the world. As Federal Minister Dorothee Bär underlined, the programme sends “an important signal for scientific freedom” by positioning Germany as a safe haven for research. 

The AvH and DFG will expand their internationally recognised programmes to offer additional fellowships and targeted support for researchers’ integration. This includes measures for accompanying partners and family members. At the same time, DAAD will implement parallel measures for international students and doctoral candidates, such as regional outreach campaigns and the establishment of Graduate Welcome Centres at German universities.
