Association of Ukraine to Horizon Europe and the Euratom
Earlier this month, the agreement associating Ukraine to Horizon Europe, the EU research and innovation programme (2021-2027) and the Euratom Research and Training Programme (2021-2025) entered into force, following its ratification by Ukraine. The Ukrainian research and innovation actors can now fully participate in these programmes on equal terms with entities from EU Members States. Ukraine will participate in Horizon Europe and Euratom Programmes without having to contribute financially for the years 2021 and 2022. The waived contribution has been estimated at around EUR 20 million.
Relations between the EU and Ukraine in the field of research and innovation date back to 2002 when the European Community and Ukraine signed an Agreement on cooperation in Science and Technology. In 2015, Ukraine became fully associated to Horizon 2020 with 170 Ukrainian entities receiving close to EUR 46 million in EU funding and showing innovation leadership and excellence in researchers’ mobility, under the Marie Skłodowska-Curie Actions, as well as in transport and energy.
Guidelines on fast-track recognition of Ukrainian academic qualification
The European Commission has published the Guidelines on fast-track recognition of Ukrainian academic qualification. The document aims to provide concrete support to HEIs in the evaluation of Ukrainian qualifications. Divided into four parts, it explores the structure of the Ukrainian education system, available resources and study cycles and their respective awarded qualifications. Examples of relevant documentation and diplomas are presented to aid their interpretation and facilitate the elimination of language barriers in verification. The publication also describes the main methods of verifying the authenticity of qualifications and provides main information resources.
