Raul joined ACA in 2021 as a Senior Advisor. In this role he supports ACA’s work with a special focus on the Study in Europe project and driving ACA’s new strategy process. From Estonia, Raul has more than 14 years of experience in higher education sector with a focus on internationalisation and development of education. He held various positions in the Archimedes Foundation – a national agency of the European Union’s education, youth and sports program, in Estonia. Over the years his key areas of responsibilities have included developing recognition of prior learning systems in Estonia, Study in Estonia programme aimed at marketing and branding of Estonia as a good destination for international students, and managing large number of mobility programmes, funded both from the EU and governmental sources. In addition to governmental sector, Raul worked for several years in the private sector, where he was responsible for the marketing and development of DreamApply, a leading Estonian EdTech company, before launching his own education consultancy company, Eduenable.
Raul holds a master’s degree in European Studies from Tallinn University, Estonia, and a qualification equal to master’s degree in political science from the University of Tartu, Estonia.
When not reading, writing, creating strategies and value proposals or organising some event, Raul can be found taking long walks around Laulasmaa, a tiny but beautiful corner in Estonia, or hiking through yet another forest or city of South-East Asia.
