The objective of this report is to propose a different view on public policies that could be enacted in order to harness the skills of migrants to foster the economic, social and cultural development in their countries of origin. Its focus is, specifically, on the mobilisation and exploitation of migrants’ skills in an economic and social perspective. The report points to changes in migrants’ profiles and migration patterns in OECD countries. Some interesting findings include the fact that 28% of migrants in OECD countries are higher education graduates, compared to only 24% of their native-born counterparts, and the fact that about one third of recent migrants in OECD countries – 5.2 million people – are educated to the tertiary level.
