The 12th Transatlantic Dialogue brought together in June 2010 nearly 30 college and university leaders from Canada, Europe and the United States to discuss the role of higher education in securing economic prosperity and social progress. Building on the discussions that occurred in that context, the three organising institutions—the American Council on Education (ACE), the Association of Universities and Colleges of Canada (AUCC), and the European University Association (EUA)—have recently come out with a publication addressing several key issues.
Higher Education in Tumultuous Times outlines a number of common challenges currently facing European and North American countries and institutions which make the environment turbulent for higher education. Ranging from new global arrangements and diminished resources to demographic transformations and new external demands, these challenges simultaneously provide windows of opportunity for academic leadership and higher education systems. Drawing on diverse experiences in the United States and in Europe, the report reflects on possible institutional responses to the changing environment and highlights some specific action lines with regard to internal decision- making processes and external linkages to local, regional and international stakeholders.
