A review of international and national developments in the use of qualifications frameworks, by Mike Coles, ETF Knowledge Sharing series, 2006.

This report, prepared for the European Training Foundation (ETF) by Mike Coles, of the Qualifications and Curriculum Authority in UK, reviews the most recent international experiences with developing national qualifications frameworks. His review shows how pervasive the issue has become all over the world, and that many countries have realised that they need to do more than just work on the updating of standards of individual programmes or occupational profiles. The report argues that national qualifications frameworks have only rarely been able to realise their potential, and it outlines the reasons for this.
