The study to be contracted under this call for tenders will tackle the following questions:
- What is the scope for government to reshape systems of autonomous Higher Education Institutions (HEIs)?
- What kind of instruments can be used?
- What kinds of policy levers or system changes are best suited to achieving different quality, relevance, access or excellence-related objectives?
- How can the success or failure of such initiatives best be judged?
These are relevant questions for national governments worldwide and there is a demand for additional evidence about which approaches to structural or system-level reform (creation of new institutions, mergers or alliances between existing institutions etc. can be effective in today's complex multi-actor higher education systems.
