As provided for in the 2008 science and society work programme, the tenderer will study the feasibility of creating a European universities' data collection which will collect data at the institutional level. As there is no infrastructure to provide comparable indicators on a regular basis on European uiversities, the purpose of the tender is to create the basis for that infrastructure. The tenderer will build up a complete census of European universities, and launch a pilot data collection with particular emphasis on those universities that are research-active.

This will provide the foundation for a coherent and integrated European statistical information system on all of the activities conducted by universities, including education and research.
