OECD Reviews of Integrity in Education: Ukraine 2017

OECD (2017), OECD Reviews of Integrity in Education: Ukraine 2017, OECD Publishing, Paris. ISBN 978-9-2642-7065-7. Pages:186

The review examines systemic integrity violations in the Ukrainian education system and the nine main integrity challenges identified through stakeholder consultations with government and non-governmental actors. These challenges include: preferential access to school and pre-school education through favours and bribes; misappropriation of parental contributions to schools and pre-schools; undue recognition of learning achievement in schools; paid supplementary tutoring by classroom teachers; textbook procurement fraud; and, in higher education, corrupt access, academic dishonesty, and unwarranted recognition of academic work.

The report identifies how policy shortcomings create incentives for misconduct and provide opportunities for educators and students to act on these incentives. The OECD Reviews of Integrity in Education: Ukraine 2017 aims to build on previous efforts and progress made by policy makers and civil society organisations to address these challenges at all levels of the education system in Ukraine. The findings are complemented by a set of detailed recommendations for policy makers, educators and civil society organisations to address these weaknesses and strengthen public trust in a merit-based education system.
