The call for tender is to analyse progress made in reform in higher education and to then produce a report entitled: "2007 report on higher education reforms."  The tender will require one to gather in-depth information on the state of implementation of reforms on curriculum/ funding/ governance, in those areas where this information is not yet available in an accessible and/or structured form. Thus in order to produce the report, the following actions will need to be taken: 

• Gathering in-depth information on the impact of the 3 reforms so far on national education systems. 
• To obtain surveys and case studies on the 3 higher education reforms within all Socrates countries. 
• Analysis of results. 
• Testing the use of some parameters and indicators.
• Recommendations.
